"content": "Therefore, we should have a formula to help us unlock that money for those who have not borrowed or those who have not defaulted. They should not be put together with defaulters. Those who are clean should be given money to trade with and carry out their businesses. This money is meant to empower the youth, women and people with disabilities. I support those who are advocating for the money to be unlocked. The Government has put over Kshss11 million in my constituency account. Yet, that money has not helped anyone for the last three years. So, what is it for? It is good for nothing. Therefore, the Committee needs to bring a proposal for those who have not defaulted to be given that money. Then, new measures should be put in place to enable collection of payments."
