    "content": "Mr. Speaker, Sir, I thank the Minister for a very long answer but I am thinking that the issue of drought is just one component of the problems of nomads. What this Ministry needs, considering the fact that the livestock sub-sector contributes to 2 per cent of the Gross Domestic Product of this country, is marketing. That is what we are lacking. When there is drought you want to transport your cows from Laisamis to Nairobi but there is no incentive to do that because the livestock industry has failed to produce a comprehensive market for the nomads. So, what has the Minister done to correct that situation?"
