    "content": " Thank you, Hon. Speaker. Under Article 186(4), Parliament, which includes the National Assembly and the Senate, can legislate on any matter. In regards to the standards of parking bays, it means that any law originating from the Senate must come here unless it is another law already in existence. This means that this House may debate and decide whether that law will be passed or not. This law originated from the Senate and is in the National Assembly and this constitutes Parliament. Then, I think nothing really stops us from accepting or rejecting this law after debate. Thank you, Hon. Speaker."
