    "content": "Mr. Speaker, Sir, this is a very important Statement. It is one of the things that the public expects the Senate to comment on. Not too long ago, the Nyanza region was hit with an acute shortage of blood. That was after one of the donors who was supporting blood donation initiatives pulled out. That is the President's Emergency Plan for AIDS Relief (PEPFAR), which is an American foundation. I took a visit of the Homa Bay County Teaching and Referral Hospital to assess the progress of establishment of a blood bank in that hospital. Three or four years down the line, the county government had set up infrastructure, but there was nothing to facilitate blood donation and preservation.
