    "content": "exception. If there is going to be complications in doing that, this Senate could consider doing conditional grants to counties, to establish blood banks. Last year, I had a personal experience when my mother was in hospital. Every time blood was required, there was no blood in the bank. We had to make appeals to people in churches and political groupings to come and donate blood. I hope that this Statement and subject will be referred to the Committee on Health, because it deserves greater attention and more time of the Senate than the time that is available today. But let us resolve that every county must set up a blood bank. Thank you, Mr. Speaker, Sir."
