Kajwang that we summoned the CoG but they decided to go to bed with the Executive. We summoned the CoG but they never appeared. I would like to highlight two issues from this document: The issue of own-source revenue (OSR) which has not received the best practice. When devolution was created, we assumed that counties have enough human resources and technocrats to operationalize well on the OSR.
