"content": "I want to look at the next nominee. He is a new blend in terms of the persons who have been leading the State Department for University Education and Research for the two years that I have been around. As a Committee, we are concerned. The Ministry has been experiencing a lot of change in the top leadership. The turnover rate of the CS has been quite significant. We have now the third CS in two years. We also have the State Departments’ Principal Secretaries who have changed during this period. We have Mr. Nabukwesi who is an educationist. However, he has a wide experience in international field as an ambassador. In his profile, he features, in detail, how he handles the education sector. He appears to be a person who has a lot of passion in new approaches of the way universities will be funded and how their programmes will be run."
