    "content": "I see three factors that are responsible for this. One, it is time. We really seem to have a predilection and forget to complete the work regardless of the quality of the work. When we were vetting the two CSs today, only three Members spoke, apart from the House leadership. You can see how I feel because I did not talk during the vetting of the CS for Health. We need to give more time for vetting, so that we can look at it seriously. This is also in other areas where we have timelines either in the Constitution or Standing Orders of the House.
