    "content": "I would like to end at that and say that, as a Committee, we feel that Mr. Enosh is qualified, has the experience and is suitable to be Principal Secretary in the Ministry. Having conducted approval hearings for the nominee pursuant to Article 155(3)(b) of the Constitution, Sections 3 and 8 of the Public Appointments (Parliamentary Approval) Act, 2011 and Standing Order No.199, the Committee recommends that this House approves the nomination of Mr. Joash Onyango Momanyi for appointment as Principal Secretary, State Department for Physical Planning."
