    "content": "According to Clause 3 of the Bill, the person qualified to be the chairperson of the Council should be in possession of a bachelor’s degree from a university recognised in Kenya, should have at least five years of post-qualification experience, should not be a holder of any other public office, should be a member of an active registered youth group, and should meet the requirements of Chapter Six of the Constitution and any relevant law of integrity. That person must be a youth."
