Initially, in his proposal, it is only the chairperson who was supposed to have a bachelor’s degree, but we went further as a Committee and gave the qualifications of Board members. We have also given the procedure at the county level on how to appoint the panel which is going to appoint the youth who are going to be elected. The role of the parent Ministry: Each selection panel, subject to this Act, determines its own procedure and the Cabinet Secretary (CS) shall provide each selection panel with such facilities and such other support as it may require for the discharge of its functions. This is a simple and straight forward amendment. As a Committee, we considered very few amendments and agreed to the proposal by Hon. Keter. We will move our amendment at the Third Reading. Generally, the Committee supports the Bill. It is a straight forward Bill that is crucial for the welfare of our youth. As Committee, we stand in support of this Bill."
