    "content": " Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to contribute to this important Bill. I was a secretary in the Ministry of Youth Affairs and I am very familiar with the origin of this Bill. At that time, even the Government policy and the mood was to support the youth. That is the first time President Kibaki set up the Youth Ministry, powerfully so, with the deceased Mr. Kinuthia Murugu as the Permanent Secretary. The Ministry, incorporating sports, was really vibrant those days and there was a lot of hope. From the current statistics, the youth have now moved from 72 per cent to 75 per cent of the population of Kenya. That is a huge number. Quite a number of them are between the age of 18 and 35. That is a big voting bloc. Therefore, the youth can determine the destiny of this country, be it the forthcoming referendum or the BBI.
