    "content": "We have youth, who have gone to school and others who are drop outs. Until the recent compulsory transition, we had youth who could not proceed to higher education. The point I want to drive home is that consideration should not just be given to the youth, but to everybody in this country. Elsewhere in the world, the unemployed are given a stipend for their living, not for business or anything else, so that they can get something for their living. It is meant to assist them to meet their daily obligations and put some small amount of food on the table. This will also enable them to get treatment."
