"content": "Mr. Speaker, Sir, Standing Order 94 is about Members speaking on or debating something that is going to come to the Floor of the House by way of a Motion or a Bill. I am using Standing Order 47(1) to make a Statement on a matter of countrywide and, in fact, international concern, as the Senator for Nairobi City County. I am not debating and I do not know what Motion is coming, but I am making a Statement as a Senator; it is not anticipating. I even requested to make this Statement before I knew there was an Adjournment Motion. Mr. Speaker, Sir, when the Adjournment Motion comes to the Floor of the House, I will then debate, just like any other Members. However now, I need to make my Statement as the Senator for Nairobi City County, because the residents of Nairobi City County also want to hear my voice substantially. Also, for the record of the House so that in future, it will be known that when such an issue came to the House, the Senator for Nairobi City County must have spoken to it substantively. That is a right that I do not wish to leave out or abscond from, because I am the Senator of this County. So, I must make my Statement and my position known on this matter."
