    "content": "Mr. Speaker, Sir, let me from the outset thank the Deputy Prime Minister and Minister for Local Government for his assurance that this is a democratic State and, therefore, the referendum will be free and fair. I also want to thank him for alluding to the fact that the Commission for National Cohesion and Integration will not be used to intimidate Members of either side.
