    "content": " He is a modest person. In the past, he has wanted to give more credit to others than himself. I must say on record that in that Committee because I work diligently and I remember clearly if you read the taskforce report, you will find that the transfer of functions under Article 187, we only gave it two paragraphs. No one expected that there was going to be a serious issue that would involve a function being moved from counties to national Government. In fact, it was presupposed that the functions would be moving from the national Government to county governments for effective delivery at the local level; not the other way round. However, I find myself in a situation, and I am glad I live at such a time of witnessing the implementation this article in the manner in which we saw yesterday. It is important that we understand the effect of the purported transfer of the four functions from the Nairobi City County Government to the national Government. It is basically that the national Government will take over, in my estimation over 80 per cent of functions of the Nairobi City County Government. I will explain this; that a closer scrutiny and unbundling of each function clearly reveals this. For example, in the case of county health services, the transfer would include; county health facilities and pharmacies, ambulance services, promotion of primary healthcare, licensing and undertaking veterinary services, cemeteries, funeral parlors and crematoria and refuse removal, refuse dumps and solid waste disposal."
