"content": "Under the Intergovernmental Relations Act, it is described as either the “person” or “officer”. If you look at the County Governments Act, it is the “authorised officer”. I will refer you to Section 30 of the County Governments Act which talks about the functions and responsibilities of a county governor. Section 30(2) (l) provides that the governor shall sign and cause to be published in the county Gazette, notice of all important formal decisions made by the governor or by the county executive committee."
