    "content": "If this matter is taken before a committee, my view is that, looking at this Act, the Committee should juxtapose it with the County Governments Act, which requires the Senate to play an important role. When the Senate is involved, the decision of the President can be vetoed any time. Under these provisions, we do not have those powers. So, it is the fault line in this legislation that we should look at. Having said that, my last point would be for the future and the public out there. Being the Governor of Nairobi, a Governor of a City like New York, the Mayor of Johannesburg, Cape Town, or London. We are not so far from London. Our population in our cities is catching up."
