The small point you made - while in the national Government the President works with the Deputy President and the Cabinet - I think it is not entirely true to say that it is not the case in the County Government because of Article 179 of the Constitution. I am glad you referred to my ruling because Article 179 talks about where the County Executive authority is vested, with whom and how it is exercised. It is the Governor, the Deputy Governor and the County Executive. We will propose the question in a while."
