    "content": "Thank you, Mr. Deputy Speaker Sir. This is a very important Motion. It is talking about the functions of a county government. The issue here is whether there was an agreement, and if there was one, whether it was in accordance with the Constitution. I dare say that, yes, it was in accordance to Article 187 of the Constitution. In fact, in Section 1 of the preamble, it says by agreement between the two governments; the national Government and the county government. The second issue that we must determine is whether the governor is a Chief Executive to sign on behalf of the Nairobi City County Government. The answer is, yes, because Article 179 of the Constitution--- In fact, when we look at the Public Finance Management (PFM) Act, the Chief Executive on matters of finance is the governor.
