    "content": "Mr. Deputy Speaker Sir, there was a violation under Article 10 that provides for public participation. I think that there should have been better consultation and more participation by the county government and the people of Nairobi. Maybe they would have provided a better way forward. In addition to that, we must make provision to ensure that people receive self- governance and, in this case, make decisions about what affects them. I hope that the other counties will not also transfer functions to the national Government thus killing devolution. Devolution has been cherished all over the world as one of the most progressive activities that Kenya has undertaken."
