Speaker, I rise to ask the following Question directed to the CS for the National Treasury and Planning: (i) Could the Cabinet Secretary provide the status of development of the monitoring and evaluation policy and legal framework based on the Government’s adoption of Results-Based Management as a key driver of its development programmes? (ii) What specific measures has the Ministry put in place to ensure that there is an existing policy framework to guide feedback on the effectiveness of the implementation of development programmes set out in the Third Medium Term Plan of Kenya Vision 2030 and Big Four programmes?
