    "content": "For the companies to be operational, they need to build their capacities and do a serious audit of what they have been doing since they were established. Before they are given the funds, let us have institutions that are viable and that can execute the mandate they are given. As they are now, the Universal Service Fund and the Water Sector Trust Fund do not serve us. I call upon our colleagues in the Special Funds Accounts Committee to take a hard look at what the funds are used for in our constituencies in the marginal counties and ensure they are up to the task for which they were established."
