    "content": "Finally, Mr. Deputy Speaker, Sir, there seems to be a very interesting scenario where the national Government has gotten in contract with 40 counties, which have ceded power to even procure medicine so that it is done centrally yet the Kenya Medical Supplies Agency (KEMSA) has not done that very well. What is happening? Are we rolling back on the gains in the fact that health is devolved? What is happening with regards to the sovereignty of counties, particularly the execution of the role of health as a devolved function?"
