    "content": "8.(1) Where a learner admitted in an education centre fails to attend the education centre, the head teacher shall, in collaboration with the village administrator, cause an investigation of the circumstances of the learner’s absence from school. (2) Where the head teacher finds that there are no reasonable grounds for the learner’s failure to attend school, the head teacher shall⎯ (a) issue a written notice to the parent of the learner requiring that parent to comply with the provisions of this Act; and (b) submit a report on the learner to the County Education Board. (3) A parent who without reasonable cause and after a written notice from the head teacher, fails to comply with a notice under subsection (2) commits an offence and shall be liable, on conviction, to a fine not exceeding ten thousand shillings or imprisonment for a term not exceeding one year, or to both."
