    "content": "There are three tools that have been identified that would be very germane in the fight against corruption. These include but are not limited to law enforcement – the rule of law – prevention and community education on the fight against corruption. Madam Temporary Speaker, it is also important to speak to the issue of the APNAC. This is a caucus that was established in 1999, and it is a successor to the Parliamentary Select Committee of the 10th Parliament with regards to the fight against corruption. The African Parliamentarians Network Against Corruption (APNAC) has been in existence for the last 20 years. One of its key achievements is the list of shame in the late 1990s that highlighted people who had been corrupt and the refusal to pass the Bill that would have otherwise given amnesty to everybody who was involved in corruption prior to 1997."
