"content": " Mr. Deputy Speaker, Sir, I want to apologise to the House for coming late and I beg to reply. (a) Import duty on wheat grain was lowered to 10 per cent following a decision by the East African Community Ministers of Finance based on the following grounds:- (i) The East African Community region has limited capacity to produce sufficient grain wheat to meet the regional demand. (ii) In the last three years, including the current year, no East African Partner state has imported wheat grain at the import duty rate of 35 per cent. (b) Considering that we do not produce sufficient wheat grain, we plan to set up a duty remission scheme where all locally produced grain will be purchased by wheat millers and the shortfall of about 600,000 tonnes imported at the import duty rate of 10 per cent as agreed by the East African Ministers for Finance. (c) Yes, I am aware that wheat farmers held a demonstration on 28th June, 2010 on the issue."
