    "content": " Thank you very much, Hon. Temporary Deputy Speaker. I have heard other Members talk about AFA. There is no way as a farmer you can expect a dead and buried cow to give you milk, however much you feed it. AFA is a dead cow. The much we can do is to raise up another calf and feed it well to give us the desired results. Therefore, it is timely for us to constitute the Tea Board so that all the areas affecting our farmers can be looked at. I am in the process of drafting the Guaranteed Minimum Returns Bill. I have been given the go ahead by the Speaker—so that we create bare minimum prices for tea, coffee and milk for our farmers so that they can get value for their hard work. Thank you, Hon.
