    "content": "It is a terrible thing. I want to ask you, as I join my colleagues, that the Cabinet Secretary, Hon. Munya, can buy time if he wants to do so. However, whatever he does, he must know that this is not about him, but this country. This is not about the Ministry of Agriculture, Livestock and Fisheries; it is about our people, it is about all of us. The least that I would have expected the Cabinet Secretary and the Government to do is to facilitate local manufacturers of pesticides to manufacture pesticides to deal with and combat the spread of locusts. Instead, they are telling us that they are negotiating with Japan to import pesticides. This is a shame for this Government. It is a shame for the leadership. I join my colleagues in asking you to provide leadership and direction to this country and this Senate on this matter. Thank you, Mr. Speaker, Sir."
