    "content": "Mr. Speaker, Sir, the journey of devolution in Kenya has faced challenges since 2013. However, it is time for counties to outgrow these challenges. The national Government should appreciate the spirit of devolution and separation of powers. While the national Treasury may advice counties on financial matters, it is wrong for it to deny counties funds. This repeated denial and delay in disbursement of funds is the foundation of the destruction of the dream of devolution."
