    "content": "Mr. Temporary Speaker, Sir, there is need for nurses and other officers in the medical field to be paid. Healthcare even needs to be a national Government issue. If the county governments are not able to manage the healthcare services, then the services should not be devolved. They should be managed by the national Government, just the way the Teachers Service Commission (TSC) is managing teachers’ issues. Teachers are paid in time every month. This is so that we do not have nurses and doctors going on strike, and Kenyans lacking service delivery. It is painful that people, including children, can die in hospitals because the nurses are not there. It should not happen in a country that is concerned about universal health care."
