    "content": " Mr. Temporary Speaker, Sir, in this House, we admonish, encourage and praise each other, just like I have praised Sen. George Khaniri. In the same way, I can alert him that there is a danger that is bedeviling the country. I warn all Kenyans not to abdicate their responsibility to meet the political expedients of the time. I also want to be held to account. Have I been consistent since 2013 in pushing resources that go to counties? Have I been consistent when it comes to oversighting national Government on matters devolution? I have remained consistent from the day I was elected to this House to ensure that we fight for devolution. Sen. Khaniri, we must go a step further to make sure that we become a voice of this country in holding the national Treasury to account. We did it when the CS was from my county, and we must do it when the CS does not come from my county. We must make sure that devolution works. We are not doing it because we will be governors tomorrow. We want to do it because we are Senators, and that is our primary responsibility. We should not be reduced to become rubberstamps. Let us fight corruption in counties and in the national Government. Let us also deal with the issue of withholding money by the national Treasury. That is the only power we have, as a House, to ensure that we protect devolution and that history becomes kind to all of us."
