    "content": "For example, if a county got Kshs7 billion in the last financial year and did not use Kshs1 billion, if they get Kshs7 billion in the next year, their next budget will be Kshs8 billion because they have to re-budget based on what they have already included in the previous budget. So, there should be no accumulation of pending bills. What is there is a case of un-budgeted expenditure, which is not pending bills. There should be no accumulation of pending bills in the counties. Where they occur, somebody somewhere is not doing his or her job. Therefore, that person should be held individually accountable. That way, we can do away with the menace of pending bills in the counties."
