    "content": "cannot be given money because they have pending bills. So, what they are supposed to do? Does the national Treasury expect the residents of Marsabit County to raise funds to pay the pending bills? The net effect is that people are suffering because they are not getting services. This is because of these kind of measures which are not properly thought out. Let the national Treasury stick to its limit and release all the funds to the counties. Let us develop modalities of making sure that the pending bills are cleared by coming up with ways, through this Senate, instead of populist policies which affects the common citizens of this country while trying to address individuals who generated those pending bills."
