    "content": "The board, which I am very optimistic will be formed through the enactment of this Bill, should focus on the regulations on how factories should manage their investments including the cost of production, so that there would not be much disparity of operations from the same area. A case in point is my constituency where the bonuses of the two factories vary by about Ksh10, one with Ksh37 and the other one with about Kshs47. That is a difference of Ksh10 per kilogramme yet the production area is the same, but because of some factories creating higher cost of production, there is that difference in pricing."
