    "content": "Mr. Deputy Speaker, Sir, in conclusion, I urge my colleagues to support this straightforward recommendation. Let us have a selection panel of seven members in place. That amendment will come in the Committee of the Whole, so that we can competitively recruit and allow the President to appoint. Therefore, the IEBC should be up and running. We should ensure that in case of any referendum or any other issues on delimitation of boundaries, the IEBC is fully constituted and have a mandate to be able to perform."
