    "content": "Hon. Speaker, this is what we usually do. I am sure that we need to spend less time today. What we are doing from Order No.8 all the way to Order No.16 is just to set the rules of this Session on how we shall deal with the Bills, Motions and statutory instruments that come before the House. This Motion deals with the Bills. I am sure that those of us who served in the 10th Parliament like Hon. Mbadi can recall that debate on Bills and Sessional Papers was not limited during that time. The House could discuss a Bill until we could not get somebody who is ready to contribute. Some Members like the late Hon. Martin Shikuku from Butere Constituency could speak for a week or more on a Bill. He was a very active and robust Member of Parliament. If you go to the Hansard, you will see that Hon. Martin Shikuku could speak for a whole week. He would begin from Tuesday to Thursday and still had a remaining balance of time in the next week. I found this in the Hansard .
