    "content": "(a) The Ministry has failed to implement the placement of ECD teachers on the Government payroll due to lack of sufficient funds from the Treasury. The Ministry requested for Kshs1.6 billion to mainstream ECD to primary school education cycle but only Kshs320 million was allocated in the Financial Year, 2010/2011. This money is not enough to implement the programme in the 18,000 primary schools and the feeder centres. Instead, it will be disbursed to 8,000 ECD centres countrywide as community support grants."
