Speaker, I beg to move the following Procedural Motion: THAT, notwithstanding the provisions of Standing Order 97(4), this House orders that, each speech in debate on Reports of Constitutional Commissions and Independent Offices be limited as follows: A maximum of four hours with not more than thirty (30) minutes for the Mover in moving and ten (10) minutes in replying, a maximum of thirty (30) minutes for the Chairperson of the relevant Committee, and a maximum of ten (10) minutes for any other Member speaking, except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of fifteen (15) minutes each; and that priority be accorded to the Chairperson of the relevant Committee, the Leader of the Majority Party and the Leader of the Minority Party, in that order. Hon. Speaker, the HBC is cognisant of the fact that reports of constitutional commissions and independent offices have not been given their rightful place in the House. This is the second time ever to have such a Motion. It seeks to ensure that those reports become part of matters for debate in the House. Previously, those reports were referred to departmental committees for consideration. They include: (i) The Reports of the Controller of Budget; (ii) The Reports of the Ethics and Anti-Corruption Commission (EACC); and (iii) The Reports of the Commission on Administrative Justice (CAJ), among others."
