"content": "The proposed Calendar was adopted by the HBC on 13th February 2020. The proposed number of sitting days is 117. This excludes special sittings and any extra morning as the House may decide to have. The Calendar is informed by the following: The Budget cycle, the Finance Bill and passage of various legislative business. The first part of the Session is guided by the budget process, which has certain fundamental timelines set by the statutes and the Standing Orders. Members will recall that the Leader of the Majority Party tabled the Budget Policy Statement (BPS) of this year and the Medium-Term Debt Strategy on 13th February 2020, which was Thursday last week. This ought to be considered and adopted by the House within 14 days, in accordance with the Public Finance Management Act popularly known as the PFM Act. We expect the Division of Revenue Bill, 2020 to be introduced in the National Assembly by 10th March 2020. The Budget Estimates for the Financial Year 2020/2021 for the national Government ought to be tabled by 30th April 2020. The Finance Bill, 2020 must also be introduced by 30th April 2020 and passed by 30th June 2020. This is the new feature in this Calendar. This has an impact on the Calendar because it means that the first and second part of the Session will be dealing with the Budget and finance-related issues. This, however, eases pressure in August and September, which were initially the months when the Finance Bill was considered."
