    "content": "We have a desert locust control centre in Isiolo, which is established and funded by the Government every year to monitor the movement of desert locusts and nothing else. So, they should have known that the locusts were just about to cross the border. Locust invasion occurs as a result of increased rainfall and the length of the rainy season. We were, therefore, not caught unawares. We were only negligent."
