    "content": "I hope that when the CS in the Ministry of Agriculture, Livestock and Fisheries appears before this House, he will explain the circumstances under which he made the statement that the locusts will grow old and die. Such statements should not be coming from somebody who is engaged with the public service with material and infrastructure to help him in making decisions that make sense to the people generally. I agree that such statements should not be coming from a person like the Cabinet Secretary. Such statements can only come from village elders or the extension officers that we used to have in the Ministry of Agriculture, whose work was to give hope. The CS in the Ministry of Agriculture, Livestock and Fisheries should not make such statements in the face of a national crisis."
