    "content": "I still ask myself--- we talk about 45 per cent of the national revenue going to counties, and I am sure this is the discussion with the Budget Policy Statement. It is the same question we have with the division of revenue and so forth. We are discussing all these things and saying we will give 45 per cent to counties. We are not even willing to reach the constitutional 20 per cent at the moment based on the parameters that we are using in amending. Will the Senate rise to the occasion to demonstrate that we are a House that can stand up when it comes to issues? That is the challenge that is before us.
