    "content": "Council for the Rift Valley and later as a Member of Parliament for Baringo Central Constituency from 1966 to 2002; FURTHER NOTING the late President Moi’s Philosophy of Peace, Love and Unity contributed to harmony in the country and the region, as well as his contribution in strengthening the education, health, agriculture, transport and communication and sports among other sectors in the country; COGNIZANT of the Presidential Proclamation of 4th February, 2020 communicating the passing away of the Retired President Moi; NOW THEREFORE, the Senate resolves that the condolences of the Senate be recorded in honour of the late President’s service as a Statesman, a Pan Africanist, a Member of Parliament, his contribution to nation building and promotion of peace in Africa and the world. Mr. Speaker, Sir, this is a very solemn kind of Motion. I have the privilege to move this Motion and to say the late President Moi was a man who was called by God to leadership. If you look at his attributes, traits and the background that he came from, it could only have been possible--- The Bible says: “Leaders are chosen by God.” The late President Moi was born to this country and given the opportunity to serve through the services of many others who enabled him to serve and did a splendid job. I start by saying that he did a fantastic job in expanding education opportunities of many Kenyans, particularly in marginalised areas where they had been marginalised for many years because they were far away from the railway line or they did not get the opportunity to get missionaries to come to their areas. The late President Moi built primary schools, secondary schools and universities. I do not need to over-emphasize the fact that we have Moi University which gave birth to many other universities thereafter. His investment in education made it possible for many of us who come from marginalised areas to have an opportunity to go to school and be of great service. We know and celebrate Tom Mboya for providing scholarship opportunities for many Kenyans who went abroad. However, we must also appreciate President Moi for bringing education closer to the people, including changing the system of education to 8- 4-4 because he felt that that would expedite the process of equality and equalise the country. Mr. Speaker, Sir, there are so many people from marginalised areas, from counties like Turkana, Marsabit, Samburu- I know them in person - and other places who got scholarships courtesy of President Moi’s efforts to study here and abroad. To ensure that we went to school, I am saying ‘we went’ because I am a beneficiary, the late President ensured that his Nyayo milk project was going to encourage children from less fortunate communities to go to school. If not for nothing else, attract young people to stay in school instead of being distracted with other events, including taking care of livestock."
