    "content": "Furthermore, as reported in our report on the Budget Policy Statement (BPS), there is not sufficient information provided on the rationale behind changes in some of the conditional grant allocations, some of which have not been allocated any funds in the next financial year 2020/2021. For instance, the Kenya Devolution Support Programme (KDSP) Level II Grant and the Kenya Urban Support Program (KUSP) by the World Bank have not been allocated any resources in the next financial year. This has been done without any clear explanation as to why they are not allocating any further resources. We do not know whether those programmes have come to an end. I am aware that the institutional grant under the KUSP might have been for a specified period of time, but it would be good that this is made clear for us to know why there are no allocations in the next financial year."
