    "content": "Hon. Speaker, there appears to be no set timelines within which targeted outputs under the conditional grants are to be achieved. For instance, there is a conditional grant that has been maintained of Kshs2 billion. If you go to the Bill, you will see it is still there this year. It is going towards village polytechnics in our counties. There is also a conditional allocation to five counties for the establishment of county headquarters. These amounts continue to appear every year. It will be important, especially for the other House, the Senate, to ensure that there is proper oversight of these conditional grants. They must ensure that if we allocate money towards construction of village polytechnics, then, indeed, there must be village polytechnics being built back in our counties.
