So, in my honest opinion, based on what is happening globally and domestically, we must reduce the Kshs316.5 billion that the IBEC has decided. We must be honest to ourselves. It has affected the whole economy. It is not only in Kenya but everywhere else and the stock exchange has been affected. I was watching news last night. The New York Stock Exchange went down by close to 1.9 trillion US dollars. The revenue projections the CS for Finance is expecting will not be achieved. So, why do we want to cheat ourselves? This is a House that must make honest decisions. I think before we go to the Committee of the whole House, we must… This is because we can cut the budget of Parliament, the Judiciary and the national Government at any stage through a supplementary process. But we cannot touch the budget of the county governments in accordance with Article 219. So, the men and women who sit in this House and those who sit in the Senate must make a definite and honest decision based on the situation today. Having said that, in this Division of Revenue Bill before this House, the total sharable revenue between the two levels of Government for the Financial Year 2020/2021 is projected to be Kshs1.8 trillion of which, the national Government is getting Kshs1.5 trillion. The Equitable Share is Kshs316.5 billion while the Equalisation Fund is Kshs6.7 billion. Every year, we allocate money to the Equalisation Fund, but we are not seeing it on the ground.
