    "content": "Hon. Speaker, I rest my case. The least we can do today is to pass the Division of Revenue Bill as it is. Let us not try to tamper with it. We will end up with another mediation that will be prolonged. We have 30th April deadline where we will bring in Budget Estimates. You cannot appropriate money without dividing it. If we want to avoid that trouble in future, let us not go back on the commitments that were made within the IBEC framework. Let us live within that so that the National Assembly is not seen as if it is starting premature fights with the National Treasury and counties that will then end up with a protracted mediation to the detriment of the production of the Budget Estimates and the Budget for this year. We already have very many crises. Let us not create another one."
