    "content": "You are right on the provisions of Article 202 of the Constitution. According to Article 96(3) of the Constitution, the Senate determines the allocation of the national revenue among counties. The county assemblies deal with levies for dogs and goats’ coffins, mortuary, parkways, walkways and repair of bicycles. You are right. There is an organisation for Public Accounts Committees (PACs) both of the National Assembly and the county assemblies. That association needs to be revamped so that the county assemblies can share knowledge and experience of what they are supposed to do with regard to other issues that happen at the counties. That oversight role should still be exercised by the other House constitutionally."
