    "content": "The national Government must give clear directives, so that county governments do not give piece-meal directions. This disaster is a national Government concern. Let the President be more decisive. We will not die if we do not go to weddings, churches and other places. He should say that people should not go to weddings, funerals and harambees . He should not encourage people because we do not have a tendency of obeying rules. That is why some Members who had travelled out of country came to the House."
